Representative Duane D. Milne, Ph.D.
A dedicated public servant, Representative Milne applies his comprehensive record of experiences and accomplishments to achieve beneficial public policy on our behalf.
Dr. Milne’s professional achievements include a career at West Chester University, both as a political science professor as well as an administrator. Recipient of several teaching awards, Professor Milne progressively advanced from instructor to assistant professor to associate professor. Duane has taught at both the graduate and undergraduate levels, and earned tenure while at the university. Dr. Milne performed in management capacities at the university, including as director of the Master of Public Administration (MPA) program and as internship program director.
As an organizational consultant in Asia, Duane has acquired broad perspective through business projects in nations such as China, Japan, South Korea and the Philippines. His global background also includes significant experience coordinating exchanges of international delegations of professionals to the United States.
Long dedicated to local community service, Duane has volunteered for 30 years with campaigns and elections at the local, state and national levels. Prior to his taking office, now-Representative Milne served as an elected Chester County committeeman for 20 years and an elected Pennsylvania state committeeman for 10 years. He also has worked floor operations at two presidential nominating conventions.
Duane has performed volunteer service through church, coaching youth sports, assisting with Scouts, and contributing as a school volunteer. Duane serves as an officer in the Army Reserve, during which time he has led as a commander as well as earned achievement medals.
Duane attended school locally at the Great Valley School District from kindergarten through 12th grade, attaining induction into the National Honor Society and playing varsity athletics. An honors graduate of the College of William and Mary, he was awarded his bachelor’s degree in political science while also serving as class president and student senate chair. Duane holds a Ph.D. in political science from the University of Delaware, earning a “Distinction” in Public Administration.
A lifelong resident of our community, Duane and his wife Jean live in the same neighborhood in which he grew up. A sports and fitness enthusiast, Duane, among other activities, is often seen running in local 5K races for charity and has crossed the finish line of five marathons. Duane and Jean are the proud parents of Alex, a seventh grader at Great Valley Middle School, and are celebrating 20 years of marriage.
As a legislator, Representative Milne will energetically continue to advocate for and advance the high quality of life we are so fortunate to benefit from and enjoy in our area.
